Relevance: Argumentation why the topic is relevant for science and in practical reasons.
Derive your Research Question: What are the Possibilities and shortcomings of the agile concept for a public value oriented process design. – e.g. principles of the agile concept – how do they Forster public value orientation in processes
2. Clearify the theory/the concepts
Since the agile concept is a very practical concept and born out of practical consideration, I don’t know how much it is grounded on theory and how „easy“ it is to find theoretical grounding for the agile principles (what are the theoretical conceptions behind it). Is the literature you have read so far scientific literature? If there is a lack, you might also pose that as your research question and focus on underpinning the agile concept with theoretical approaches. Anyway, if there is literature.
3. Method: Give an outlook how you will conduct your research (systematic literature review); how do you get data (literature). How do you select, which is relevant and so on. For a scientific claim it is important to be very systematic and retraceable for others what and how you are doing and if it fits to a scientific approach.
Of course you need to cite and refer correctly (APA Style).
