Phase 2:
Policy Reform Report (final completed project due by 12/14/20 at 11:59 pm

1000-2000-word report (about 6-8 double-spaced pages of typed text — does not include title page, references, or other non-text pages. One-inch margins maximum).
Your final report should be a thorough but concise textual elaboration of your Topic Outline, including resources throughout (cited as appropriate), with particular attention to:
Archeology of the problem. Provide brief background and contextual information on the issue. How did it arise? How did it become a problem issue for your audience (national, state, or local agenda)? Would it look different with a different scope? What is the benefit of trying to solve your issue? (refer to your Background and Discussion portion of your Topic Outline and be certain that information is clearly articulated in this section, as well).
Stakeholder analysis. Here, your objective is to understand the positions of the various interest groups. What groups, industries, and organizations supported/opposed this part of the policy reform, and why? Discuss how they are affected, and what they stand to gain or lose. What leadership strategies/competencies did you engage to conduct your stakeholder analysis?
Policy reform summary and impact analysis. Summarize the key provisions of your policy reform. Analyze the outcomes in a thoughtful, objective manner. What will change? What will it cost and how will it be funded? What leadership style(s) would be the most effective influencers in order to facilitate your policy reform?
Implementation issues and timeline. What are the challenges you or your stakeholders note with respect to making the policy reform operational? When would your policy reform become effective? How are stakeholders seeking to influence the regulators? Clearly identify several Leadership concepts or theories from the course that can be employed to improve outcomes.
