Your textbook defines frames as the schemes and templates for organizing experience according to certain rules and strategies. In other words, framing refers to how a story is told: the heroes, villains, how the story is organized, and what are the issues at stake. Research suggests that the way people attribute responsibility (about crime, poverty, etc.) depends on how the media frames the story.
