Because of your experience/interest in health care, you have been appointed to serve on a “Blue Ribbon” Presidential Task Force to set specific age criteria (for payment approval via Medicare/Medicaid) for the following procedures:
1) Major Organ Transplants;
2) Kidney Dialysis; and
3) Hip replacements.
In addition to age, you are being asked to develop additional criteria/guidelines to recommend for each of the three categories. Be as specific as you can (i.e., qualify your answers as needed). Because of limited funding, there is no option for unrestricted services.
Prior to accepting your appointment on this Task Force, you agreed to carefully fulfill your responsibilities. You cannot decline to fulfill this task. Remember…we cannot afford to provide everything for everyone forever

Realizing that certain technologies are costly and limited in number, you have been appointed to serve on a “Blue Ribbon” Presidential Task Force to determine:
how long patients should be allowed to use advanced/specialized medical procedures and
how long to have the procedure paid for by Medicare/Medicaid.
By accepting the appointment to this committee, you have acknowledged that resources
are limited and that some degree of formal rationing of services is necessary.
You are required to submit specific recommendations to your co-committee members with regard to the following specific issues:
1) Renal dialysis;
2) Artificial Heart (until an organ donor can be identified; 3) Mechanical ventilation for a patient with non- reversible lung disease/spinal cord trauma.
You will need to investigate these disorders since you will be required to present specific criteria to fairly address this issue.
Your recommendations will carry a great deal of “weight” and will likely be implemented by the Centers for Medicare and Medicaid Services(CMS). Your conclusions on each of these issues and the rationale on your decisions will be presented at a future press conference.
ALLOCATION: HOW MUCH CAN WE PROVIDE? DISCUSS/COMMENT ON THE FOLLOWING PROVIDING SPECIFIC DOCUMENTATION FOR YOUR RATIONALE:
You have been appointed to serve on a “Blue Ribbon” Presidential Task Force to identify ten specific procedures/therapies that will be fully funded by Medicare/Medicaid. This will be very similar to the “Oregon Plan”. Only (10) medical procedures will be granted “guaranteed coverage” to all Americans. Remember that hundreds of millions of Americans will be impacted by your decision but you still must be cost conscious. Be as specific as you can (i.e., qualify your answers as needed).
