You will write a policy brief, directed at constitutional framers in Somalia, in which you recommend and justify a specific set of political institutions that should be adopted. The purpose of the paper is for you to think critically about the strengths, weaknesses, and tradeoffs inherent in institutional choices, about how different institutions interact with one another, and about how they interact with the characteristics of the specific country in which they are applied. As such, you should first identify what you want the institutional package to accomplish given your understanding of Somalia’s particular context and challenges, and then set about choosing the specific institutions you think are best suited to those goals. You will be rewarded for original thinking, synthesis of multiple scholarly works, clarity of argumentation, and appreciation of tradeoffs inherents in institutional choices.
