Where do you think the balance should lie between the protection of rights and a government’s ability to restrict those rights in times of public emergency? What parameters should there by on any restriction orders (in other words, are there certain rights that would be exempt – that governments can never restrict)? How did the different governments in World War Z illustrate the argument you are making? Were there examples of countries that did better in balancing these interests than others?Discuss

Much discussion occurs in World War Z about the Redeker Plan – South Africa’s plan to fight the zombies that was later adopted in other countries, including the United States.
What do you think of the Redeker Plan? Thinking of this week’s topic of human rights in the time of crisis, how do you think the Redeker Plan fits in? Is it a viable plan to save the greatest number of people, or the rights violations (what would those be?) too severe?
Are there some circumstances in which this kind of plan would be more acceptable? What would those be?
