2. What: Covid-19 restrictions, such as being on lockdown, not allowing indoor dine-in, wearing a mask, spacing seating areas, not allowing more than a certain amount of people, not being able to open on regular hours.
3. How: economic loss, by being short staffed, loss of customers due to the covid restrictions and the covid rates increasing. Employees usually make money off of tips, so loss of customer rate means less tips. There was a lot of food waste.follow the ccii document for criteria and guidelines
